Dear international real estate entrepreneurs and investors,
We are updating you on a significant development that may affect open real estate transactions in Romania.
Adv. Ilan Leibovitch and the office team
What happened: On Tuesday, 14.7.2026, all IT systems of Romania's National Agency for Cadastre and Land Registration (ANCPI) went down, including the e-Terra system, which is used to register and verify real estate transactions, and even the agency's official email addresses. What was first described as a technical fault has since been confirmed as a cyberattack, on a scale that ANCPI describes as the most extensive shutdown in the institution's history.
Status as of 17.7.26: The system is still not operating. ANCPI estimated that it would be restored “by the end of the current week,” but as of now there is no official confirmation of a date for full resumption of activity.
Dispute over the data - caution is required: ANCPI officially states that the data held in its systems was not harmed. On the other hand, an actor known on the cyber scene as “ByteToBreach” claims to have breached the databases, including citizen data, GitLab servers and the source code of some of the applications, and says it is offering the stolen information for sale on a dark web forum. This claim has not yet been confirmed by any official body, and it directly contradicts the agency's statement. We are following developments and will update you as soon as further verified information is received.
What this means in practice: The shutdown affects the work of notaries, banks, surveyors and anyone in the middle of a real estate transaction in Romania - including registration in the land registry (tabu), verification of ownership, and closing documents that depend on cadastre data.
Our recommendation:
For clients with open transactions in Romania - we recommend not setting rigid closing dates in the coming days, and coordinating with the local notary/lawyer to check system availability before each critical stage of the transaction.
Accurate as of the issue date. Laws, tax rates and procedures change; check the current position before any decision.
