General questions
In which countries do you support transactions?
Romania, Greece, Cyprus, Bulgaria, the US, Italy, Portugal and Ukraine; in other countries, in coordination with local lawyers, as needed. Romania is our home base, and in every country we coordinate the local process with the professionals on the ground.
Do you act for individual investors, or only for developers and groups?
Both. From a single property for a private investor to complex development transactions for groups. The scope of support and the way we work are tailored to the size and complexity of the transaction.
How does legal support work when the property is overseas?
A local office in Bucharest and representation on the ground, with central management from Israel in Hebrew. You have a single point of contact who coordinates all the local parties, so you do not have to manage lawyers, banks and authorities in a foreign language yourself.
Can I buy property abroad without traveling?
In most of the countries where we work, yes: signing by notarial power of attorney with an apostille and a certified translation. We prepare the documents in Israel and oversee the signing in the target country.
How are the terms of engagement set?
The terms of engagement are set in a written agreement before work begins, according to the scope and complexity of the transaction.
Do you replace the local lawyer in the target country?
Not necessarily. We coordinate and oversee the legal process with the local professionals, and ensure your interests are represented at every stage, in a system and a language you may not know. In many cases this involves working with a local lawyer, with us as the party representing you.
In which languages do you work?
Hebrew, Romanian and English. Local documents are explained to you in Hebrew before every signing.
Romania
Can an Israeli buy an apartment in Romania in their own name?
Yes. Apartments may be acquired in a private name. Acquiring land raises further questions, and it is sometimes advisable to do so through a Romanian company - a decision made before signing, according to the type of property, the objective and the tax position.
Do I need to travel to Romania to sign?
Not necessarily. You can sign through a notarial power of attorney with an apostille and a certified translation. We prepare the documents in Israel and oversee the signing in Bucharest.
How long does a transaction in Romania take?
A straightforward resale transaction can be completed within a few weeks, from due diligence to signing. An off-plan project or land for development takes longer, mainly because of permits.
Greece
Can an Israeli buy property in Greece?
Yes. In border areas and on some islands, buyers who are not EU citizens require a special permit, so the property’s location should be checked in advance.
Is the Golden Visa still available in Greece?
Yes, but the threshold has risen significantly in most regions, and certain exceptions are assessed case by case. Before a purchase intended to secure a visa, it is important to check the current rules as they apply to the specific property.
What is an engineer’s certificate and why does it matter?
It is a certificate in which an engineer confirms that the property conforms to its building permit, or that any irregularities have been regularized. Without it the signing will not proceed, and it protects you from inheriting building irregularities.
Cyprus
What is a Title Deed, and why is it discussed so often?
It is the official document of title to the property. In many projects it has been issued years late, so the most important protection for a buyer is depositing the sale contract with the Land Registry immediately upon signing and checking the encumbrances on the project.
Does an Israeli need approval to buy property in Cyprus?
Yes. Buyers who are not EU citizens require Council of Ministers approval. It is usually granted without difficulty, but it carries conditions and limitations that are worth understanding in advance.
Is it advisable to buy in Northern Cyprus?
The north of the island is not part of the Republic of Cyprus, and purchasing there carries material legal risk, including ownership disputes. We recommend approaching any such offer with great caution, and before making any payment.
Bulgaria
Can an Israeli buy a house with land in Bulgaria?
Not directly in their own name. Buyers who are not EU citizens can acquire an apartment directly, but property that includes land is usually acquired through a Bulgarian company. This is a common and accepted structure that requires advance planning.
What is Act 16?
It is the building’s occupancy permit. A property without a valid Act 16 cannot be lawfully used or easily sold, which is why it is one of the first checks in any transaction.
What changed with the move to the euro?
Since 1 January 2026, Bulgaria’s official currency has been the euro. For an investor, this removes the conversion risk between the lev and the euro and simplifies financing and contracts.
United States
Should I buy property in the US through an LLC?
Often, yes - mainly for asset protection. But a US LLC is treated in Israel in a way that can create tax problems if not planned in advance. The decision should be made in light of the law in both countries.
What is FIRPTA?
A US law under which, when a non-resident sells property, the buyer withholds part of the proceeds and remits it to the tax authorities. Any excess can be reclaimed, and in certain cases the withholding can be reduced in advance.
What is the role of a trustee in a purchasing group?
The trustee holds the partners’ funds in a trust account in Israel and releases them to the Title company only once the conditions set in advance are met. This is the investors’ principal protection against premature transfer of funds.
Italy
Can an Israeli buy property in Italy?
Yes. Buyers who are not EU citizens are subject to a reciprocity condition, and according to the Italian Ministry of Foreign Affairs, Israel places no legal restrictions on Italians acquiring real estate, other than State-owned land. The notaio checks the condition before signing, and we check it at the very first stage.
Do I need to travel to Italy to sign?
Not necessarily. You can sign through a power of attorney executed in Israel, with the certifications and translation the notaio requires. The codice fiscale can also be requested through the Italian consulate.
Can I benefit from the prima casa relief?
The relief reduces registration tax from 9% to 2%, but it depends, among other things, on the property being in the municipality where you live, or on you moving your residence there within 18 months. Someone who does not intend to live in Italy will usually not meet this condition, so it is important to check this before calculating the costs.
Is there a double taxation treaty between Israel and Italy?
Yes. The treaty was signed in Rome in 1995 and entered into force in 1998. It does not remove the duty to report in Israel, but it determines which country may tax and how you receive a credit for tax paid in Italy.
Portugal
Can you still get a Golden Visa by buying property in Portugal?
No. Lei 56/2023, which came into force in October 2023, abolished the real estate routes and provided that the remaining investment routes cannot be directed to real estate, directly or indirectly. Those who obtained a visa under the old route can, subject to conditions, renew it. There are other investment routes that do not involve real estate, and these are examined with a local immigration lawyer.
How much IMT will an Israeli buyer pay?
A buyer who is not resident in Portugal pays IMT at a flat 7.5% on residential property, under an amendment to the IMT Code that came into force in May 2026. If you become resident in Portugal within two years, or let the property as a home on the terms set by law, you can claim a refund of the difference. Stamp duty of 0.8% is also payable.
Do I need to travel to Portugal to sign?
Not necessarily. You can act through a power of attorney with the required certifications and translation. We prepare the documents in Israel and coordinate the signing with the local professional.
Is there a double taxation treaty between Israel and Portugal?
Yes. Israel and Portugal have a double taxation treaty, and its text is published on the Israel Tax Authority website. It does not remove the duty to report in Israel, but it determines which country may tax and how you receive a credit for tax paid in Portugal.
Ukraine
Can an Israeli buy property in Ukraine?
An apartment or a building, yes, subject to checks. The Ukrainian tax authority states that a foreigner needs a tax identification number (РНОКПП) for real estate transactions before a notary. Agricultural land, no: Ukrainian law prohibits foreigners from owning it, and anyone who inherits such land must dispose of it within one year.
Does the registry operate during the war?
Yes, but with restrictions. Since 2022, registration has been carried out under special rules for the period of martial law, only by parties authorised by the Ministry of Justice, and with possible restrictions by region. That is why the check begins with the property's location.
Can the proceeds from selling a property be transferred to Israel?
That is checked before signing. The National Bank of Ukraine has restricted transfers abroad since 2022 and changes the rules from time to time. We check the possibility with the bank and the local parties before every step.
Is there a double taxation treaty between Israel and Ukraine?
Yes. According to the Israeli Ministry of Finance, the treaty has applied since 1 January 2007. Israeli residents are liable to tax on income from property abroad, and the treaty determines which country may tax and how you receive a credit for tax paid in Ukraine.
